was at TK yesterday...realised the place has changed so much. It used to be peaceful and laid-back, but now new condos line the roadsides and reduced the 'open-ness' of the place...slowly but surely the place is being commercialised

When a tender close, is it as simpler as the highest bidder will be awarded (above reserve price of course) ? Or is the contract still be considered as a 'private treaty' >
