If you look at the report, its about highest absolute quantum. Not highest PSF. Districts with a lot of MMs like D15 might have high PSF but the absolute quantum will be very small relative to many districts -its a low quantum speculative game. So its not surprising the districts in the top 6 are in city, Southwest, Orchard and Bukit Timah.
