Does anyone know the differences between re-pricing and re-finance and what are the charges?

Repricing is to get another package within the current bank, subject to their discretion on what package to offer you instead of getting what they're currently offering to new client.
This can only be done through customer hotline, depending on how much they may want to charge you usually within $1000 admin fee.

Refinancing is to switch to another bank which offers a better deal that is good enough to make you switch over from existing loan. However, there are cost of legal and valuation fees, bank do give out cash reward/rebate or legal subsidy depending if you met their criteria. This will offset some of your cost to entice you refinance to their bank.
