Vacancy rate just based on stamped leases. For every break lease case, it becomes double count. And there are numerous and increasing cases of such... typical in an uncertain economy.

Thats assuming you found replacement tenant.If can find replacement tenant fast enough to double count, then things still ok la ...
If cannot find until actual lease expires, then no double count.
