More land for private residential homes

SINGAPORE: More land has been released Tuesday for private residential homes.

The Urban Redevelopment Authority (URA) as well as the Housing and Development Board (HDB) announced that five residential sites are released for sale.

Together, the five 99-year leasehold sites can potentially yield about 2,045 units.

URA said it has released four residential sites for sale at namely Petir Road, Alexandra Road, Tanah Merah Kechil Road and West Coast Link / West Coast Crescent.

Of the four, URA said the land parcel at Petir Road was launched for sale under the confirmed list.

The other three sites are made available for application for sale under the reserve list of the second half of the 2010 Government Land Sales (GLS) Programme

Apart from the four URA sites, HDB has also made available a residential site at Elias Road / Pasir Ris Drive 3 for application for sale on the reserve list.

URA said in response to the strong demand for private housing, that 18 sites have been placed on the confirmed list and 13 sites have been on the reserve list for the second half this year.

In all, the 31 sites can generate about 13,905 private residential units, which is the highest potential supply quantum in the history of the GLS Programme.

Most of these sites are located in Outside Central Region or in locations in the rest of central region where more affordable private housing are expected to be built

Apart from the potential supply from the GLS Programme, there is also supply from projects in the pipeline, both from government and private land sources.

As of the second quarter this year, there were about 61,800 private residential units in the pipeline which would be completed over the next few years.

Of these 61,800 private residential units, there was also an inventory of about 32,600 private housing units which have not been sold yet.

The Urban Redevelopment Authority (URA) released four residential sites at Petir Road, Alexandra Road, Tanah Merah Kechil Road and West Coast Link / West Coast Crescent for sale today.

The land parcel at Petir Road is launched for sale under the Confirmed List, while the remaining 3 sites at Alexandra Road, Tanah Merah Kechil Road and West Coast Link / West Coast Crescent are made available for application for sale under the Reserve List of the second half of 2010 (2H2010) Government Land Sales (GLS) Programme.

Besides the four residential sites released by URA, the Housing & Development Board (HDB) has also made available a residential site at Elias Road / Pasir Ris Drive 3 for application for sale on the Reserve List today.

Together, the five residential sites released for sale today can potentially yield about 2,045 housing units and are well distributed in various locations across the island to provide developers and home-buyers with more choices.

The details of the four URA residential sale sites are as follows:

Land Parcel at Petir Road
With a site area of about 2.3 ha, the site will have a maximum permissible gross floor area (GFA) of 47,763 sqm and can potentially yield about 430 housing units.
The land parcel is situated in the west region of Singapore. The site will enjoy easy access to other parts of the island as it is located near the future Hillview and Cashew Mass Rapid Transit (MRT) Stations, which are part of the future Downtown Line 2 (DTL2). The DTL2 will be connected to key precincts in the city centre including Bugis, Marina Bay and Chinatown. This rapid transit line is scheduled for completion in 2015.

Land Parcel at Alexandra Road
With a site area of about 1 ha, the land parcel will have a maximum permissible GFA of 48,768 sqm and can potentially yield about 490 housing units.
Situated within an established residential estate in the central region, the site is a short 5 to 10 minutes’ drive away from Orchard Road, the Central Business District, Marina Bay and the Southern Waterfront area where VivoCity and Sentosa are located. The site is also just a short walk away from Redhill MRT Station, providing future residents with convenient access to all parts of the island.

Land Parcel at Tanah Merah Kechil Road
Located in the eastern part of Singapore, the 1.4 ha land parcel will have a maximum permissible GFA of 39,196 sqm and can potentially yield about 470 housing units.
The site’s close proximity to the Tanah Merah MRT Interchange Station offers residents easy access to all parts of Singapore. Amenities such as food centres, markets and retail shops are also located in the nearby Bedok Town Centre.

Land Parcel at West Coast Link / West Coast Crescent
With a maximum permissible GFA of 35,445 sqm, the 1.3 ha land parcel can potentially yield about 360 housing units.
The site is located in the western part of Singapore, opposite West Coast Park. The site is also just a 5 to 10 minutes’ drive away from the Southern Waterfront, where dining, shopping and entertainment amenities can be found.

The tender for the Confirmed List site at Petir Road will close at 12 noon on 7 October 2010. Selection of the successful tenderer will be based on the tendered land price only. Developer’s Packets containing details of the site, development requirements and conditions of tender are available at S$105 each (inclusive of GST). These can be purchased from the Customer Service Counter on the 1st Storey of The URA Centre, 45 Maxwell Road, Singapore 069118. The Developer’s Packets can also be purchased via URA-online at

at a cost of S$105 each (excluding delivery charges) for local and overseas purchases.

The Reserve List sites at Alexandra Road, Tanah Merah Kechil Road and West Coast Link / West Coast Crescent will be released for sale if the criteria for the triggering of the respective sites are met.

Potential Supply from Government Land Sales (GLS) Programme
In response to the strong demand for private housing and for land to build private residential developments, the Government has placed 18 sites on the Confirmed List and 13 sites on the Reserve List for private residential development under the 2H2010 GLS Programme. Together, the 31 sites in 2H2010 (i.e. from both the Confirmed and Reserve Lists) can generate 13,905 private residential units, which is the highest potential supply quantum in the history of the GLS Programme.

Most of these sites are located in Outside Central Region (OCR) or in locations in the Rest of Central Region (RCR) where more affordable private housing are expected to be built, and will hence meet the demand for mass market private housing. Pipeline Supply
Apart from the potential supply from the GLS Programme, there is also supply from projects in the pipeline which have been initiated earlier, both from Government and private land sources. As of 2nd Quarter 2010, there were about 61,800 private residential units in the pipeline which would be completed over the next few years. Of these 61,800 private residential units, there was also an inventory of about 32,600 private housing units which have not been sold yet. These comprised units that had been launched for sale by developers, units that had pre-requisite conditions for sale1 and which could be launched for sale immediately, as well as units with planning approvals for which pre-requisite conditions for sale could be obtained quickly from the Government and made available for sale2.

1 These refer to private residential developments with Housing Developer Licence and Building Plan Approval. Under the Housing Developer (Control and Licensing) Act, a sale licence must be obtained for a project with more than 4 units, if the developer intends to sell uncompleted residential units in the development. However, the sale of the residential units can only commence with the approval of the building plans of the development.
2 These refer to uncompleted private residential developments without pre-requisites for sale but with Written Permission (WP) or Provisional Permission (PP) granted. The sale licences could be obtained within 5 working days and building plan approvals could be obtained within 7 working days from the date of application for cases where clearances from various technical agencies are obtained and relevant documents are in order during formal submissions.

The West Coast site is interesting as it is next to the Vision. Let's see how the developer price the condo here. $1200 psf for 99 years at this location - any takers?
