There is a small triangular plot in the URA MP2008 being successfully rezoned from Education to Residential.

This combined Residential plot was then sold to be built into BR.

The empty plot next to BR remains zoned as Educational use.

Maybe some carpark floors are below ground level. I may be wrong about 20m as google satellite may not be accurate, who knows they shoot at the trees!
Thanks for the info. Another way is to excavate deeper for basement carparks and build to developer's desire number of units.
For BR, the top floor is 17 (including carpark levels). So assuming 3.2m per floor, it works out to be 54.4m. If existing AMSL is 20m, it is already 74.4m. So they excavated about 10m of earth for the lower stacks. For stacks nearer to How Sun, the ground floor has to match the existing road level..
So for Mt Vernon, if it's sitting on lower ground, the number of units may be more than BR to make full use of the higher plot ratio. But the max height is still restricted at 64 AMSL.maybe 17-18m is more realistic.

Now take a look at the rezoned educational plot:

See the plot size for the full parcel (including rezoned plot) = 22,094.4 sqm.
So the rezoned plot (in shaded colour) is part of the BR plot, and not any external plot next to BR.
If you are wondering why this rezone is only approved in 2012 while the tender is in 2011, sorry I do not know.
But the bottom line is that the rezoned plot is part of the BR plot.
There is no other residential plot next to BR.
