Question for Private apartment/condo - how to deal with Water seepage issue?

A curious check on behalf of my friend's private unit.

We all understand the window panel interior and exterior cannot be modified or changed for the condo/private apartment unlike HDBs.

Hence, if the window/glass panel experiences water seepage/leak issue how can the owner seek assistance and help? Also, will MSCT pay partial sum of repairing or the owner has to pay everything on his/her own?

Please advise and share your comment and experience.

Check with other unit in the development, gather more info, talk to management, talk to developer, take note of the date you inform the management and developer. If everything fail tell them you are posting the problem of the development, developer and management in the internet to share.
