同時，市場已在議論安倍政府正在考慮設立的外債基金，藉購買外債特別是美債，來遏阻日圓升值和刺激本土經濟的計畫規模，野村證券和日銀前副行長岩田估計，這個買債規模可能達50萬億日圓，摩根大通的東京分行更估計規模可能高達100萬億日圓。
　　無論如何，一般預期，美國國債將會最為受惠。早在去年半年，已經有預測指日本可能超越中國，再度成為美國的最大債權人；截至去年10月，日本持有1.13萬億美元的美國債，而且料持續加碼，中國則持有1.16萬億美元。
