Higher quality of living and also cost of living for a larger proportion of people.

Not a problem in my opinion.

Anyway, no matter what, HDB will still form the backbone for the majority of residents. Probably ratio adjustment from 80% to 75%.

    Full of tall buildings.

By comparison, London is very low-built. Want to invest there?

Full glass condo looks very attractive to the young buyers, not like the old school HDB liked facade that blurr ppl from a HDB.
Many still dream of living in a modern condo with a nice landscape,
a pool at lvl 40 and living in a resort style everyday
Not so much about numbers but the standard available in the market.
With so many having ton of cash, more to come at a price.

when full of condos , only those with unique selling features will survive. eg near MRT, good schools , near city centres etc...

First from the gov point of view they have less maintenance budget to set aside. Every month condo pay maintenance fee to upkeep the building whereas the HDB need gov to pay.

If I am the gov, I would slowly increase the % of condo to HDB. Huat Ah....

yes, these will also be good but pple are practical ...near MRT and good schools are of relatively more importance as they mean time saved and children well schooled.

Plot ratios can be adjusted to increase building height. The conventional concept of land is no longer a limiting factor.
