    The high inventory of unsold units could lead to a new phenomenon: privatisation of units within the same EC at different dates, notes CBRE’s Sim. “In the past, ECs tended to be 100% sold prior to completion,” he explains. However, if some of the ECs launched recently are not fully sold when the Temporary Occupation Permit (TOP) is obtained, then buyers who purchase after completion will have their minimum occupation period effective from their date of purchase. “It will be similar to those buying HDB flats under the Sale of Balance Flats Scheme, where the MOP of five years is effective from the point of purchase,” says Sim.

    so no matter what it will be 5 years from TOP if bought before TOP and 5 years from date of purchase if bought after TOP.

    According to HDB, MOP is from TOP not the date of purchase or key collection date.

    Maybe it's the phrasing. Can only start to be sold 5 years after TOP for those who bought before TOP. But those who bought after TOP will have to serve 5 years of MOP from the date of occupancy, like Sale of bBalance flats mah.

    EC cannot be sold within 5 years from TOP (MOP for first buyer). After 5 years 2nd buyer (Citizen or PR) buys resale from open market and not from developer, so no housing grant applicable. With no grants taken, 2nd buyer not liable for MOP restriction.
