    12 MRT stations for Bukit Timah by 2015

    180,000 rides expected on the underground line

    A DOZEN new MRT stations will come up in the Bukit Timah area as part of Stage 2 of the Downtown Line.

    They will serve several schools such as Singapore Chinese Girls' School, National Junior College, Hwa Chong Institution, Nanyang Girls' High, Raffles Girls' Primary, and Assumption English School.

    This phase, to be completed by 2015, will give Bukit Timah residents access to trains for the first time. They are now served only by buses.

    The stations will also serve the Toh Yi and Bukit Panjang Housing Board estates, and take commuters to shopping malls such as Serene Centre, Beauty World and Ten Mile Junction.

    The Downtown Line is being built in three stages and will have 40 stations, with trains running from the north-

    western and eastern areas of Singapore to the Central Business District and Marina Bay.

    Stage 2 will intersect other MRT lines at Little India, Newton and the Botanic Gardens.

    Details of this phase were announced yesterday. This section spans 16.6km, from Rochor in the south to Bukit Panjang in the north.

    Taking the train is expected to shave travelling time from Bukit Panjang to Marina Bay by almost half an hour.

    Major construction on the line is expected to start in the middle of next year, and the Land Transport Authority (LTA) said very little land acquisition will be needed.

    LTA deputy chief executive Lim Bok Ngam said builders will face new challenges.

    For one thing, the area's rocky soil, unlike the marine clay encountered in most previous lines, is hard, so tunnel boring will be slower.

    The all-underground line will also go under the Rochor Canal, which will have to be diverted during construction.

    The line is expected to be well used, said LTA chief executive Yam Ah Mee. He expects it to account for 180,000 rides a day - more than a third of the $12billion Downtown Line's anticipated total ridership of 500,000.

    Besides giving Bukit Timah residents quicker access to the city, the line will bring another benefit: The values of their properties are expected to rise.

    Jones Lang LaSalle's head of research (South-east Asia) Chua Yang Liang said: 'Typically, properties within walking distance of MRT stations would see an enhancement in value.'

    But Mr Nicholas Mak, director of research and consultancy at Knight Frank, said the completion date is a long way off. In that time, 'the economy and financial market will have a stronger effect on property prices'.

    Stage 1 of the Downtown Line is a 4.3km stretch with six stations. It will be completed in 2013. Stage 3, spanning 19.1km with 15 stops, will be ready by 2016.

    When the line is completed, a commuter can travel from Bukit Panjang to Tampines in 65 minutes.

    A closer examination of Petir Station concourse layout suggests that provision has already been made for exit/access on both side of Upper Bukit Timah Road. On Petir Road side, an access will be located just next to present Bukit Panjang LRT station opposite Maysprings Condo. There has been lots of market talk about LTA/URA tendering the huge piece of land next to existing bus interchage/LRT station as a PPP site similar to the Serangoon MRT station site for transport hub/mall development. On other side of Upper Bukit Timah Road, near present nursery and Malaysian railway land, several wide access have been provided for.

    There are several possible development options, let's make some educated and some wild guess
    A) build a new LRT station/hub infrastructure to cater for increased human traffic shuttling to and fro and linking Choa Chu Kang MRT station on the NS line and serving residents from fast growing Bukit Panjang estate.
    B) move existing Tanjong Pagar train station up to Upper Bukit Timah stretch to prepare for future high speed KL-Sin train service. The concourse layout with wide berth does suggest such a possibility.
    C) other possibility maybe provision for interchange connectivity for another yet to be announced MRT line hooking up the NSL, TSL cutting horizontally through the central part of Singapore.

    LTA rejects MPs' idea of moving MRT's Petir station

    MOVE one of the Downtown Line's stations nearer the existing Bukit Panjang LRT and bus interchange?

    It cannot be done because of technical constraints, the Land Transport Authority (LTA) has said.

    It was responding to Members of Parliament who had asked for Petir, the last of the Downtown Line's 12 stations, to be relocated closer to the Bukit Panjang LRT line.

    As it stands, Petir is about 120m away.

    The MPs had argued that integrating the Downtown Line with Bukit Panjang's LRT system and bus interchange would make more convenient for commuters needing to make connections to the main train system.

    The LTA has explained that it comes down to how much a railway track can curve.

    'The railway alignment is not able to swing sharply to meet Bukit Panjang LRT station and yet be able to run to Woodlands Road within such a short distance,' it said in an e-mail reply.

    It added, however, that it would build a covered linkway between Petir and Bukit Panjang LRT station, and hinted at 'future developments' on a reserve site between the two stations.

    The concern over the placement of the Petir station appeared to be the only one following Monday's unveiling of the 12 stops on Stage 2 of the Downtown Line, expected to open in 2015.

    For those who did not manage to catch the 10:30pm Channel 8 programme "Frontline" last night, the programme actually featured comments by residents and MP on the new Petir MRT station. The main talking point was the 100m distance from the bus interchange to the new Petir MRT station which residents are not happy with.
    Dr Teo Ho Pin was also interviewed. He emphasised his hope to have a integrated bus interchange, LRT and MRT located at the current bus interchange. He also wants to make this particular area the central for Bukit Panjang with more shops and marts.
    Hope to see some news on future developments soon.

    Why Downtown Line differs from earlier ones

    I THANK readers for their letters on Monday, 'Better integration with bus interchanges needed' and 'Missing' station leaves many stranded'.
    Downtown Line 2 (DTL2) is fully underground. As there is a limit to how much the railway track can curve, the railway alignment is unable to swing sharply to meet Bukit Panjang LRT station and return to run under Woodlands Road within such a short distance.
    A covered linkway is planned to connect DTL Petir station, Bukit Panjang LRT station and the temporary bus interchange. The Land Transport Authority (LTA) will also work with other agencies to study how future development at the reserve site beside the two stations can be integrated to link these facilities.
    While connectivity with other transport modes is important, developments along the DTL2 corridor are of lower and medium density. This is unlike the existing North-South and East-West lines plying high-density public housing estates which require large bus interchanges and feeder bus services. Instead of feeder services, the DTL2 will be complemented by trunk buses originating from town centres like Bukit Batok and Choa Chu Kang to connect residents with the DTL.
    In locating an MRT station, LTA seeks to balance cost, operational efficiency of the system and accessibility to commuters. Locating stations too closely is costly and slows down the overall system. Too few stations and the line will be less accessible. Optimisation is achieved by locating stations in major activity centres of the areas they serve, especially where there are high- density developments with substantial commercial and retail activities, or other MRT interchanges, so as to benefit more people.
    Developments between Beauty World and Hillview stations are mostly medium- density residential types clustered towards either end, with plans to retain large parts of the land between as parks and nature reserves. Thus, the catchment between Beauty World and Hillview is insufficiently dense to justify a station at present. Residents living in Hume Avenue can access the nearest station at Hillview or Beauty World by a short bus ride.
    Every effort is made to ensure that future DTL2 stations will give commuters better connectivity to the city. When completed in 2015, the DTL2 will provide an additional choice of public transport.

    Looking at the URA website on the caveats lodged this year, there is only one bigger than 1,000sqft unit that transacted above $500psf....

    Maysprings is crap. The 999LH devt is sited in the middle of nowhere. One must also take the LRT to CCK MRT. Hordes of irregular shaped units too. Just a couple of years ago, a 3 bedder would have sold for around $450k, and rental was like, say... $1200-$1500

    1. The Land Transport Authority (LTA) is pleased to announce the award of two contracts C912 and C921 with an approximate value of S$1.26 billion for the Downtown Line Stage 2 (DTL2) project.

    Contract 912

    2. Contract 912 is for the design and construction at Bukit Panjang station and its associated tunnels. It has been awarded to Lum Chang Building Contractors Pte Ltd at approximately S$452.4 million.

    3. The Bukit Panjang station is also a Civil Defence (CD) shelter and is located along Upper Bukit Timah Road at the junction of Bukit Panjang and Choa Chu Kang Road / Woodlands Road.

    4. Lum Chang Building Contractors Pte Ltd is a local contractor with extensive experience in the construction of both rail and building projects. Their on-going Circle Line projects with LTA via a joint venture with Nishimatsu Construction Co., Ltd for Contracts 823 Mountbatten, Dakota & Paya Lebar stations and associated tunnels, and Contract 828 Nicoll Highway & Stadium stations and associated tunnels, are nearing completion.

    5. Contract 921 for the design and construction of Rochor and Little India stations and associated tunnels has been awarded to SsangYong Engineering & Construction Co., Ltd for a contract sum of S$803.3 million.

    6. SsangYong Engineering & Construction Co., Ltd. is a South Korean company with expertise in a diverse range of large-scale civil engineering and infrastructural projects. The company has extensive transit construction experience in Korea and building works experience in Singapore. Among the company's notable achievements in Singapore are the Suntec City and Raffles City (comprising the 73-storey Swissotel). It is also building the mega project Marina Bay Sands IR Hotel Package in Singapore. SsangYong constructed many subway projects in Seoul and other major cities. The company has also completed nine highway projects in countries such as Kuwait, India and Indonesia.

    7. Construction of the three stations is scheduled to commence in the third quarter of 2009 and targeted to complete by 2015.

    About Downtown Line 2

    8. The 40-kilometre DTL will be mostly underground and will be built in three stages. When completed, the DTL will facilitate direct travel from the northwestern and eastern areas of the island to the Central Business District (CBD) and the Marina Bay. It will also provide a strategic transport link to support the development of the Marina Bay area. The entire DTL is scheduled for completion in 2016.

    9. DTL2 will be built fully underground. The 16.6-kilometre long rapid transit system will comprise of 12 stations and one depot. When completed in 2015, DTL2 will link commuters from the Bukit Timah corridor to the North East Line (NEL), North South Line (NSL) and Circle Line (CCL) respectively, giving them greater accessibility to the rest of the island and significantly improving travel time. It will link the north-western part of the island through DTL1 to commercial, residential and entertainment developments in the Marina Bay area.

    The plot ratio understand 3.1 which can build up to 36 storey which now Mayspring is 24 storey. When the downtown line is up you can travel straight to newton and bugis. Also you pass the bukit timah nature reserve and botanic garden. Also mrt is underground no train noise. Also a few good schools nearby.

    See article below on the benefit to students and riders. However, though the recent transacted prices averages to about $455psf; the asking rates seems to be way above this figure. (But anyway not high as the recent launches in the CCK area)

    Work on MRT Downtown Line phase 2 starts

    SINGAPORE: Work on phase two of the MRT Downtown Line (DTL2) started on Friday. When DTL2 opens in 2015, residents and students along the Bukit Timah corridor can enjoy faster access to the city area.

    The S$12 billion Downtown Line consists of three phases. Phase one of the line (DTL1) is on schedule to open in 2013, while tenders for phase three of the line will be called next year.

    The ground-breaking ceremony for the start of construction for the DTL2 was held near Beauty World Plaza, one of the first sites to begin work.

    Transport Minister Raymond Lim was the guest-of-honour at the ceremony. Representatives from six firms which won part of the 10 civil contracts were also present to give their pledge for work safety.

    DTL2 will run from Bukit Panjang, along the Bukit Timah corridor and terminate at Rochor Station, where passengers can connect at Bugis to DTL1.

    60,000 students from 32 schools along DTL2 will also benefit when it opens six years later. The schools include Zhenghua Primary and Fajar Secondary at the northern end, and Lasalle SIA College and the Singapore Management University (SMU) in town. .................................

    LTA says the Rochor and Beauty World stations will have the most extensive work, with Rochor Canal and Upper Bukit Timah Road to be realigned.

    But residents and merchants are happy that work on DTL2 has finally begun.

    Currently, residents along the Bukit Timah corridor will have to take the bus and ride on the North-South or East-West Line to get to town or the east.

    However with the completion of DTL2 in 2015, their journey will be reduced by 5 to 25 minutes, or up to 30% of the total travelling time.

    In a few years, Singapore economy will be on track towards recovery. The MRT station will also be ready for opening. When the time comes, wow lau....property prices in Bukit Panjang will fly, HDB and Condo alike.... In fact, properties in Bukit Panjang is climbing upwards steadily..

    Any idea of developer buying the plot of land at the bukit panjang for condo development. I understand there is interested developer for that plot of land . I think near end of petir road. I think future Mrt link to newton and bugis direct should be good for rental and for own stay.

    Developer set to bid $62m for Bt Panjang condo site

    EVER since the collapse of Lehman Brothers in the United States and Singapore's slide into recession, the Government has been unable to attract bids for residential development sites.

    But yesterday - after 10 straight months without selling a single residential site - the Government said it had finally received an offer for a condominium parcel in Bukit Panjang.


    An unnamed property developer has committed to bid at least $62 million for the 244,347 sq ft plot, in what consultants say is a further sign of the property market's rebound.

    The 99-year leasehold site located along Chestnut Avenue has been sitting on the Government's reserve list since March last year. Sites on the reserve list are made available for sale, but are not launched for tender until a developer puts in a minimum bid.

    Now that the Chestnut Avenue plot has been triggered for sale, it will be put up for tender by the Housing Board by the end of this week, HDB said yesterday.

    The bid submitted works out to about $120 per sq ft (psf) of potential gross floor area, as compared with the $220 to $270 psf expected when the site was first made available in March last year.

    Mr Li Hiaw Ho, executive director of CB Richard Ellis Research, thinks the final winning bid will be $150 to $160 psf of potential gross floor area, or $76 million to $82 million in total.

    The Chestnut Avenue site can accommodate a development of about 450 units.

    If sold, it will be the first state-owned residential development sale since Sept 10 last year - just before Lehman's demise - when a condo site at the junction of New Upper Changi Road and Tanah Merah Kechil Avenue went for $84 million.

    A few days later, on Sept 16, the HDB launched an executive condominium site at Punggol Field, but found no takers.

    Now that buyers are returning in large numbers to showflats, developers' confidence appears to be on the rise, according to consultants.

    Home buyers have been snapping up more than 1,000 new homes each month since February, culminating in a record 1,825 new homes sold last month - even more than the number sold in August 2007, the peak of the boom two years ago.

    Last week, owners of the freehold Dragon Mansion in Spottiswoode Park Road launched the year's first collective sale, with a bullish price tag of $120 million.

    Yesterday's offer for Chestnut Avenue shows that there is renewed interest in the market, according to Jones Lang LaSalle's head of Singapore research Chua Yang Liang, who is still only cautiously optimistic.

    'The market is stirring and some developers may be excited, but by and large I don't think there's an overall bullishness in the market,' he said.

    And he predicts just a handful of bids for the Chestnut Avenue land.

    'I'm not sure if the rest of the developers will bite, considering there is still uncertainty in the larger economy.'

    The site is located near other property developments such as Maysprings, Cashew Heights Condominium and Hazel Park Condominium. In recent months, units at the 99-year leasehold Maysprings have been sold at just below $500 psf, while those at the other two condos - both freehold - have gone for $560 to $600 psf, said CB Richard Ellis Research's Mr Li.

    He expects the developer who buys the Chestnut Avenue site to plan to sell finished units at more than $600 psf. Such entry-level private homes would be targeted at HDB upgraders - a promising segment of buyers unaffected by fears of a possible oversupply of mid-tier and high-end homes.

    Analysts are anticipating more developers to resume buying land in the second half of this year, given that the Urban Redevelopment Authority has received inquiries about some of the other sites on its reserve list.

    Also, as market sentiment improves, developers have started to pick up land meant for hotel and industrial development.

    Earlier this month, $43.9 million was offered for a hotel site in New Bridge Road, prompting a public tender for the plot. And last month, 14 valid bids were received for a hotel site in Short Street.

    Went jogging this morning and passed by the actual site which is at the junction of Chestnut Ave and Petir Rd... No where near Maysprings nor Cashew Heights or even Hazel Park as these developments at the other end of Petir Rd (also the more "populated" end as well).

    The new site is good for those that really like their greenery and serenity....

    Further down the road from Dairy Farm , all the way in till it hits near the express way I think ..
    It's nowhere near MRT too.

    TWELVE years ago, it was a sleepy, out-of-the-way estate without even an LRT line.
    That was back when Dr Teo Ho Pin was first elected as Member of Parliament for Bukit Panjang. Shortly after, life began to slowly flow into the estate, with the LRT starting its runs in 1999.
    Come 2015, it will be connected directly to the MRT system when the Bukit Panjang station, to be located near Ten Mile Junction, is completed.
    This, Dr Teo hopes, will spur the constituency's development - and his vision for its first town centre, finally.
    As "the heart of the whole town", it would integrate bus, LRT and MRT services as well as commercial and business establishments, said Dr Teo, who is also Mayor for the North West District.
    Drawing inspiration from the likes of Ang Mo Kio Hub and Jurong Point, he suggested setting up a lifestyle or entertainment hub for younger residents, "so they have choices. Instead of going to the city area, they can go to Bukit Panjang vicinity and have good food and entertainment".
    Other than catering to its 51,000 current residents, a town centre could serve as a "magnet to bring in the people from other areas to increase vibrancy", he added.
    Currently, there are two shopping malls and three neighbourhood shopping centres in the estate. A sports complex next to Pang Sua pond is to be completed by next May.
    To integrate the transport services, Dr Teo suggested permanently locating the bus interchange between the MRT and LRT stations, which are about 75m apart. "That will be a very important MRT station for Bukit Panjang because it connects us to the whole country," he said.
    He is working on long-term plans for the town and will give his feedback for a town centre to the Urban Redevelopment Authority.
    Briefing the media yesterday on the transformation of Bukit Panjang over the past 12 years, Dr Teo cited the variety of amenities, such as a community club, library and garden. Five schools have been built, and lift upgrading works are two months to completion.
    Overall, the town council has spent some $100 million on improving the estate. Some $8 million of this was drawn from its surplus while the remainder was subsidised by the Government.
    Executive Fiona Koh, 22, who has lived in Bukit Panjang for about 10 years, recalled her difficulty in taking buses before the temporary bus interchange was built.
    Now, with the upcoming MRT station and hopefully, a town centre, "people from other parts of country who refuse to come to Bukit Panjang because it's so ulu might have less reason to not come", she said.
    Client relationship officer Veronica Goh, 28, said residents like herself, living further away from the MRT station, will have some difficulty travelling out of Bukit Panjang.
    But having a town centre means residents can do their shopping there, instead of having to commute further, she noted.

    Something is definitely brewing. Transport Minister, Raymond Lim will be making a ministerial visit to Bukit Panjang on 30 August. Expect some official announcement regarding co-location of MRT, LRT, bus interchange including a commercial/retail/entertainment hub.

    ALL residents of HDB flats in Bukit Panjang constituency will have lifts that stop on every floor by November.
    It caps a $100-million effort that has transformed the no-frills new town into a place with a string of amenities over 12 years, said Dr Teo Ho Pin, MP of the single-seat constituency.
    He cited a long list that includes markets, places of worship, gardens as well as ramps and railings for the elderly and handicapped to move about freely.
    'I'd say the town is almost mature with all the facilities,' he said on Tuesday, ahead of a ministerial visit to the ward on Aug 30 by Transport Minister Raymond Lim, who is also Second Minister for Foreign Affairs.
    The one still-to-come significant change that will spur new development is an MRT station, said Dr Teo, noting that the Bukit Panjang station is scheduled to be open in 2015. It will give residents a direct link to the Central Business District.
    But lift upgrading tops the ward's infrastructure development list, with more than $80 million going towards such works for 132 HDB blocks.
    The Government pays between 75 and 90 per cent of the bill and the remaining 10 to 25 per cent is split between residents and the Holland-Bukit Panjang Town Council.
    Besides the changes, Dr Teo also introduced 'green' initiatives to promote a pleasant living environment and save energy costs.
    Among them are two community gardens, where residents grow vegetables such as sweet potatoes or chye sim for their own consumption.
    In addition, solar energy lighting panels were installed on the top deck of a multi-storey carpark.

    Not sure how feasible! I look at the 2008 Master Plan that is no new commercial building stated in the plan but a Reserve Site currently located at the bus interchange and the other side of the road. If the above mentioned is true, mostly will be at this Reserve Site

    Very quiet place , but not convenient in terms of public transport and no amenities, as it is even much further in than Dairy Farm .. if you drive along that main road along dairy farm, it is a straight road all the way in if I am not wrong.
