Singapore’s Housing and Development Board (HDB) will launch approximately 5,000 Build-To-Order (BTO) flats across five projects in February 2025, including a third development in Tanjong Rhu and seafront units in Woodlands. The announcement, detailed on HDB’s website on October 16, 2024, highlights offerings in Kallang/Whampoa, Queenstown, Woodlands, and Yishun.
Prime Living in Tanjong Rhu
The Tanjong Rhu project, part of the Kallang/Whampoa district, will provide 800 two-room flexi, three-, and four-room flats near the Geylang River. Its prime location—close to Dunman High School and multiple MRT stations (Tanjong Rhu, Katong Park, Stadium, and Mountbatten)—is expected to drive high demand. Analysts predict the development will fall under the Prime category, attracting buyers with potential views of the Singapore Sports Hub and Marina East. This follows two earlier BTO launches in Kampong Arang Road, where four-room units were oversubscribed. Urban Redevelopment Authority (URA) masterplan adjustments in 2023 suggest another nearby residential site may emerge.
Woodlands’ Coastal Appeal
A 1,540-unit project in Woodlands, situated along Admiralty Road near Woodlands Waterfront Park and the Johor Bahru-Singapore Rapid Transit System Link (slated for 2026 completion), offers two- to five-room flats. Analysts note its proximity to Woodlands North MRT and possible sea views, classifying it as a Standard-category development.
Queenstown’s Mei Chin Road Site
In Queenstown, 1,110 flats will occupy the former Mei Chin schools site, a 10-minute walk from Queenstown MRT. With amenities like Ikea and Anchorpoint mall nearby, the project may be designated Plus or Prime. A significant portion (450 units) of two-room flexi flats could appeal to singles working in nearby business hubs.
Yishun’s Chencharu Precinct
Yishun’s emerging Chencharu area will debut two projects totaling 1,510 units. The larger 840-unit site near Sembawang Road includes amenities like a preschool and supermarket, while the 670-unit plot closer to Khatib MRT adjoins a new bus-only road. Analysts flag potential noise from Sembawang Air Base but highlight proximity to upcoming integrated facilities.
Policy Context and Demand
Under Singapore’s new housing classification (effective October 2024), Prime and Plus flats entail stricter resale rules, including a 10-year minimum occupancy period and subsidy recovery. The February launch advances the government’s pledge to release 100,000 BTO flats between 2021–2025, with 17,300 units required in 2025 to meet the target.
Property experts anticipate robust demand, particularly for Tanjong Rhu and Queenstown, driven by strategic locations and accessibility. As HDB balances supply with evolving housing policies, these projects aim to cater to diverse needs, from waterfront living to urban convenience.
