You should use the address for at least 2 years for registering. Then I guess you can sell it or rent out.
And yes, it is better to get around at Bukit Timah than where there are many HDB estates. E.g. Roysth and St Nics - both good schools - always have balloting, even if you stay within 1 km. So l didn't bother to try around there.
I guess that is literally the price you pay to get into some schools.
