Main bulk of the maintanance fee goes to the outsource contractors, namely cleaners, security, MA. The rest are minimal. First 2 years under developers SP have no say, just pay. What SP can do is quickly form the council and manage you own funds. Typically, MA under developer will squander away lota of monies (cos it's not their and no need cross approve by council). Most effective way to reduce estate maintanance is to reduce manpower for cleaners and security then the council can hold AGM to propose reduce monthly maintainance fee.
